The minimum standard for Texas
The Department of Energy divides the country into regions with different minimum efficiency requirements. Texas falls into the South region, which has a minimum requirement of 14.3 SEER2 for split-system central air conditioners, higher than the 13.4 SEER2 minimum in northern states, reflecting how much harder cooling systems work in hot climates like ours.
That means any new split-system AC installed in a North Texas home has to meet at least 14.3 SEER2 to be code compliant. Installing anything below that minimum isn't just inefficient, it isn't legal, and it can create problems with warranties and any applicable rebates.
Higher SEER2 isn't automatically the right choice
Equipment is available well above the minimum, into the high teens and 20s for SEER2 in some high-efficiency systems. Higher efficiency generally means lower operating costs, but it also usually means a higher upfront equipment cost, and the payback period depends heavily on your specific home, your usage patterns, and local energy costs.
