Is it safe to keep trying to relight the furnace myself?+

For a standing pilot light on an older furnace, relighting per the manufacturer's posted instructions is usually fine. For a modern furnace with electronic ignition, repeatedly cycling the power switch won't help and can occasionally trip additional safety lockouts. If it doesn't light within a try or two, it's time to call rather than keep resetting it.

Does a furnace that won't ignite mean it needs to be replaced?+

Rarely on its own. Ignition problems are usually a single-component fix. Replacement becomes a real conversation when the furnace is old enough that this is one of several recurring issues, not because of one ignition failure by itself.
